Joint Letter: Call for a DLT Pilot Regime Quick-Fix

On April 15th, 2026, Digital Invest Germany co-signed a joint letter addressed to the European Commission, calling for a targeted “quick-fix” to the DLT Pilot Regime. The initiative was supported by a broad coalition of European and international stakeholders, including financial institutions, industry associations, and providers of tokenised asset infrastructure.
The letter acknowledges the importance of the proposed Market Integration and Supervision Package (MISP) in strengthening Europe’s capital markets and fostering innovation. In particular, it welcomes efforts to better integrate distributed ledger technology (DLT) into existing regulatory frameworks under a “same risk, same regulation” approach. At the same time, it highlights the need for more immediate adjustments to the DLT Pilot Regime to address practical barriers currently limiting market development.
Signatories emphasise that the existing framework remains too restrictive, slowing down the adoption of DLT-based market infrastructures for issuance, trading, and settlement of financial instruments. Given the expected complexity and duration of broader MISP negotiations, the letter calls for a fast-tracked legislative approach to implement key improvements without delay.
The proposed “quick-fix” includes measures such as expanding eligible asset classes, increasing volume thresholds, removing per-instrument limits, and eliminating time restrictions on licences. These adjustments are seen as necessary to unlock investment and support the growth of tokenised capital markets in Europe.
The letter also highlights the increasing pace of global competition, particularly in the United States, where efforts to advance tokenised financial markets are accelerating. Against this backdrop, the signatories stress the importance of timely regulatory action to ensure that Europe remains competitive and able to shape global standards in this emerging field.
